The Historic Commercial Vehicle Club of Australia (HCVCA) is an incorporated association based in Victoria and is required to comply with the rules of Consumer Affairs Victoria (CAV).

HCVCA uses the CAV Model Rules as the basis for its operation and, to allow for specific operational requirements, has introduced a number of bylaws. The nine bylaws include branch operation and Club operation of the Victorian Club Permit Scheme.

The Model Rules are available from the CAV website. A copy of the Victorian Model Rules and of the bylaws is available in the library and a copy of the bylaws is held by each branch.

South Australia. The SA Model Rules differ in part to the CAV version but not enough to warrant separate issue.

Victorian Club Permit Scheme applications for HCVCA.

The introduction of the logbook Club Permit Scheme in 2011 required the Club to enter into an agreement with vicroads regarding records and an approval system.    

Applicants should first check the vicroads website for Club Permit Scheme and then inquiries should be made to the Club Registrar.

It is important that the correct forms and support material are available and correctly completed when inquiries and/or applications are made.

South Australia Concessional Registration.

SA has a concessional registration scheme in operation, different to the Victorian Scheme. Inquiries should be made to the HCVCA SA Branch Authorizing Officer.
